update : tried qpdfview (preinstalled with MX) , and found not what i'm looking for .
then tried xournal and so far works perfect :)
installed it with

already installed Okular and briefly checked it out and already didn't like it , removing it .
installed foxit too...
i used to use foxit pdf when i was on windows ,which one can fill and sign.
am yet to try to install it in linux ...
if you restart and at the grub menu you choose advance or something and then choose an earlier kernel to boot with ?

MX tweaks -- other -- check "use intel driver instead of default modesetting driver"

ok tried going back to previous kernel , which didn't help
then i figured out if the screen stays black like that , and i press ctrl+alt+backspace (kill X server) screen comes on like normal.

ok wait i found a solution
i just toggled the display power management to off.
it lets the power manager handle display power...
haven't tried to never blank...i'll try that
